Taking Notice

Let's see if this one attracts any more commnents than the nude-beach
notice in Mexico did!
Are we saying, here, that the police are known for loitering, or are
the police taking notice of those who loiter?
This is outside a gas station in Denver.

It is poorly punctuated, but is asking the police to remove the notice.

I think the police are being asked not to loiter (presumably whilst eating doughnuts)
 
The only other interpretation that I can offer is that it is an instruction for the police to remove the notice.
They obviously have not complied!
Having re-read Ben's comment I realise that this is what he said.
Public loitering is surely less harmful/annoying than public eating of doughnuts anyway.

Perhaps it should say
"No eating of donuts
Police will take donuts".
